HSTC (High-Stakes Test Centre) Coordinator

The HSTC (High-Stakes Test Center) Coordinator plays a key role in ensuring the smooth operation and readiness of High-Stakes Test Centers (HSTCs). Reporting to the Head of High-Stakes Test Centre Operations Management, the role involves working with partners, managing schedules, ensuring compliance, and providing the necessary tools and processes for efficient exam delivery. Strong organizational skills, attention to detail, and clear communication are essential to maintaining high-quality standards.

As a HSTC (High-Stakes Test Center) Coordinator your tasks will include the following:

  • Welcome new HSTC partners to the readiness stage and guide them through setup.
  • Oversee the installation of PeopleCert’s Test Management and Monitoring tools.
  • Collaborate with internal teams to complete demo exams.
  • Monitor HSTC training completion on Canvas, following up with partners to ensure compliance.
  • Request, review, and approve Business Continuity and Disaster Recovery (BCDR) plans from HSTCs.
  • Review and approve or reject 3-month schedule submissions from the Test Centre Network based on future openings and capacity needs.
  • Manage maximum availability per interval, considering Workforce Management’s examiner allocation forecasts.
  • Identify overutilized sites (>60% utilization) and recommend new site openings as needed.
  • Ensure accurate submission of PC Supply invoices from HSTCs, verifying exam counts and facilitating timely payments.
  • Communicate urgent HSTC closures due to force majeure to Customer Support, ensuring affected candidates are informed and rescheduled promptly.
  • Conduct background checks for SELT+ personnel to maintain adherence to organizational standards.

 

What we look for:

  • Bachelor’s degree in business administration, operations management, or a related field preferred.
  • 1-3 previous working experience in a multi-cultured environment would be considered a plus.
  • Excellent attention to detail.
  • Excellent command of the English Language (Level C2). Extra languages desired
  • Advanced computer literacy is required. ECDL Advance level certification is desirable
  • Clear and effective communication skills, both written and verbal.
  • Strong organizational and time-management skills.
  • Ability to work under pressure and meet tight deadlines.
  • Experience in liaising with multiple teams and departments.
  • Strong focus on compliance, ensuring all processes and communications adhere to relevant regulations, company policies, and industry standards.

Working on Home Office (HO) Secure English Language Tests (SELTs)

Any person who is engaged by PeopleCert to work on the SELT service must undergo a Background Check (the results of which must be acceptable to PeopleCert and the HO) prior to commencing their SELT duties. All SELT personnel will be required to complete a declaration (provided by PeopleCert) where the existence of any criminal record and/or bankruptcy must be declared.

If working on the SELT service in the UK, background checks will include:

  • A basic or enhanced Disclosure Barring Service (DBS) check
  • Right to Work in the UK check (including nationality, identity and place of residence)
  • HO security check (Baseline Personnel Security Standard (BPSS) or Counter Terrorist Check (CTC)
  • Financial background check
  • Employment reference check
  • If working on the SELT service anywhere in the world (outside of the UK) personnel will undergo background checks that are equivalent to those stated for the UK

In addition, if personnel are required to speak to SELT candidates they must be appropriately skilled in English language and, where SELT services are provided anywhere in the world (outside of the UK), the official language of the relevant country.
